Well. given that there's been only one Council meeting, so far, and the
rules are sort of being made as points come up that need addressed, I'd
say that "generally" would mean "it happened the first time, and it's
reasonable to expect something similar to continue, tho I don't believe
there's a specific rule saying it has to."
I believe a reliable practice is the target, but with only one meeting,
there simply hasn't been enough "practice" yet to determine "reliable". =8^)
