I'm not sure I understand the whole procedure you use to build this app. 
  Why not simply use -m32 when building it?  Why build a whole toolchain?

Anyway, as for the question of multilib's intention, yes, it's to have a 
64-bit and 32-bit userland at the same time.  But it doesn't work fully 
on Gentoo, which is why the effort for real multilib support has started 
in the first place.
