I filed a bug about it back in June: https://bugs.gentoo.org/show_bug.cgi?id=585524 But no action has happened yet. It seems like their mirror is running at around a plaid-inducing speed of ~2.3K/sec. For anyone that remembers the 28.8kbps days...
