USE=maui doesn't change anything on the users system aside from adding
another package they do not need in order to use Torque.  I'd rather users
install maui by themselves if they want to replace pbs_sched.

Unless you feel strongly, I'm going to back out that part of this changeset.

Well its a good way to indicate that torque need maui with pbs use flag 
if it want to use it.
