Regarding the webapps herd, i think it will be nice to have webapps as a
primary herd for web applications and the language/technology they use as
a secondary herd, fex: phpMyAdmin will have primary herds set to webapps
and secondary herd set to php. Bugzilla will have perl as secondary herd,
etc. etc.
