That brings up something interesting.  Shouldn't gentoolkit be part of
the system profile?  I can't think of a single reason for someone to
_not_ have it installed.  etc-update and qpkg should be installed just
as readily as emerge.  A good 25% of the questions on this list have
resulted in, "emerge gentoolkit".  Any thoughts?
