He used "seem to" to state that it was his perspective, and asked
"What is the correct course of action?", which to me does not at all
read as only being about formal enforcement.

Apparently the previous times it was discussed there was no
satisfactory resolution, or the topic (or understanding thereof) has
advanced since then. Perhaps we should GLEPs more to document such
discussions, so that we don't have to repeat them all the time.

Well, even if it's common, I think it's much worse than Patrice's
initial email. If you think something is a bad idea, lay out why you
think so. If you don't want to repeat yourself, write it up in an
email list or blog post that you can link to after the fact. Your
response of posing a threat of quitting is not productive at all, and
seems kind of childish to me.
