Well, even if the stabilization is still waiting for two blocking bugs:
https://bugs.gentoo.org/show_bug.cgi?id=474128 -> for Orca 3.8
https://bugs.gentoo.org/show_bug.cgi?id=486278 -> for getting a lvm2
version working ok with Systemd finally

I think we could start preparing the news item. I attach one based in
latest one from the times of 2.32 :D

It only points to Gnome 3.8 upgrade guide as that guide is already
pointing to Systemd guide for migrating (and explaining the Systemd
need)

Neither this version nor the one you posted in your previous message
is reasonable as a news item. A news item should be descriptive and
self-contained (at least to some degree). It's o.k. to include links
pointing to further information, but that shouldn't be the only
contents.

What is your suggestion? Lets compare it with the 2.32 one that looks to
were valid in the past:

Include at least a short summary of the upgrade guide's key points in
the news item.

I also think that the need to move to systemd is certainly worth a mention.

I don't think news items need to be completely self-contained, but
they should include any significant issues.  Changing an init system
and re-configuring all your daemons is certainly a significant issue.

The last revision includes this reference:
"The guide will also show you
how to migrate to systemd as it is the only supported setup now."

But the news item cannot contain all the information needed for that ->
people need to read the pointed guide for that :/

I think the key is to highlight classes of users who should take the
time to look at the guide.  If somebody has been through many Gnome
upgrades, in what way is this upgrade not like all the others?

I like it - highlights the key elements that users should be aware of,
