I think the rest of the "emerge system" went ok....
The process stopped on:
Regenerating GNU info directory index....
install-info: menu item "Readline" already exists, for file readline
Is this correct?

Yes. And please make a note of and report all instances of "makeinfo -- no
such command" errors you can find. They are caused by a missing
"sys-apps/texinfo DEPEND in their respective ebuilds, and are now showing up
because changes in other dependencies have significantly changed build
order.
If you can, make a big list of makeinfo-deficient ebuilds and then post it
here. Thanks! :)
