Well, the QA team has been inactive for a while; so, I guess this
might have been a while back.
We for example have:
#gentoo-qa | * WilliamH has seen flameeys ask infra to lock people
out for a time before
But also:
#gentoo-qa | @hwoarang: pretty sure diego had the powerzz to suspend
people
Whether this has actually happened is something that is questionable;
but yes, one would have to agree that this was definitely streamlined.
The idea was on people's minds, probably because that patch was accepted
in one of the Council meetings; but streamlining of it never happened.
Hence the topic is brought up again here to make a decision final.
