I would like to reserve UID/GID 16 for cron which is being used by
sys-process/cronie
This is the historical UID/GID for cron user in Gentoo.
Arch is using UID/GID 22 while Fedora does not have such a user/group.

Please leave ACCT_USER_HOME at the default and create /var/spool/cron in
the cronie ebuild (with whatever permissions it needs). The user doesn't
need a home directory, and other packages might want to use it.
