Hi!
A while ago Renat (rl03@g.o) provided virtuals for packages that
depend on a web server. Currently many of the web applications
depended on Apache or don't pull in a web server at all which is of
course problematic.
The corresponding bug:

If you maintain a package that requires a web server for publication
you should make the application depend on the corresponding virtual:
virtual/httpd-basic : if it only needs static HTML publishing
virtual/httpd-cgi : if it needs a server with cgi support
virtual/httpd-fastcgi: if it needs a server with fastcgi support
