If you are aiming for summer of code, move your question to
gentoo-soc@l.g.o. If you are interested in the internals of portage,
read the code first and ask on gentoo-portage@l.g.o.
I don't think anyone will explain its implementation to you unless you
do the study and show your competence first. Your behavior of
