There are no restrictions based on "popularity" of a package being added to the portage tree. As a matter of fact, if even only you, yourself, used the package it is still valid to add to the tree provided someone is adequately maintaining it. You do get that privilege as a Gentoo Developer - the meta-distro is yours. -Jeremy
