That looks like a good idea to me if the mandatory communication (package retirement announcements, USE flag discussions, etc...) is moved to -core. If not, I don't see the point. Also I still think we need a private mailing list. Whether it's used often or not shouldn't be a metric for the decision. And if things get leaked out as Mike says, then it's an entirely different issue that deserves an entirely different type of resolution on a case by case basis involving the source of the leak, not the list.
