static-libs - Build static libraries
This can be ambiguous as some packages (like SDL2 - after I apply the
necessary patch) have libraries that are not supposed to be dynamic at
all.
An alternative description would be:
static-libs - Build static versions of dynamic libraries as well
that makes clear that
a) it's about _additionally_ installing static libraries
and
b) there is a dynamic "counterpart" of that library
This is often a confusing topic for new ebuild writers. The
description might help with that too.
Are there any known exceptions that would need a local description
after this change?

+1 for that. As i see in tree, this USE-flag is used just for concrete
purpose - building of static libraries in addition to dynamic ones.
So, changing description to be more relevant is a good thing.
