The only thing that still bothers me about that is that there is no automatic way of doing a "repoman full" check, like the travis hooks on github. A lot of people get trivial things wrong and automizing a reject with links to devmanual/wiki etc. on how to get it right would make things easier. An alternative would probably be gerrit which vapier seems to be a fan of.
