This is from Fedora Devel Mailing List. I found it to be news worthy 
also for Gentoo maintainers. So here it is:

$ echo "==$(pkg-config --cflags-only-I openssl)=="
== ==

New version
$ echo "==$(pkg-config --cflags-only-I openssl)=="
====

This space to empty string output can breaks some poorly written
autoconf script.

Thanks for the heads up, it will probably save some time figuring out
magic/sudden break up :)

I have discovered this behaviour change due to resolving bug #455984,
where custom configure script was unaware of new pkgconfig.
