It applies and not just enables support but is that relevant to > the purpose at hand ? filecaps require the kernel to support security xattrs on the filesystems used for install (and merge, iirc, not sure if the eclass works this around — at the time it was written, tmpfs didn't support xattr; now it does so it does support filecaps), and the filesystem-based capabilities as well (which might be forced-on right now but I'm not going to bet on it).
