Being hard masked is a little bit stronger than what I had in mind. I
was thinking, "no known problems, but it hasn't been tested
thoroughly." Users with a death wish could run it, and it might work.
That would leave package.mask for known brokenness: build failures,
security issues, etc.

But anyway, I replied where I did because it was pointed out that not
enough people are using package.mask to test -- they're using overlays
instead, and that makes life difficult for end users. I'd just like to
see more stuff wind up in the tree, or at least in one big (git)
overlay to catch conflicts. If everything in those overlays was in the
tree but masked, that'd be awesome.
