I think a distinction between tree and project overlays can be useful in
case we ever consider "splitting" the main tree. In that case, our new
tree would be composed of all the "split" repos under tree and users
would have an easy way to distinguish between the "tree" and project
"overlays".
We could even provide the ability for users to have just some of the
"split" repos and thus not require the complete "tree".
