This is for maintainer-wanted stuff, so it should be documented in Bugzilla and assigned to maintainer-wanted with a special keyword to indicate it's in the overlay. The question is how to come up with some QA tool to enforce this. I don't find this overlay objectionable, assuming it's only used for maintainer-wanted packages.
