I have tried to emerge sys-apps/util-linux-2.12q to alternative root by
mkdir -p /tmp/test_root
ROOT=/tmp/test_root emerge sys-apps/util-linux
without emerge system before
and it fails to emerge

then I tried to emerge linux26-headers before emerge sys-apps/util-linux
ROOT=/tmp/test_root emerge linux26-headers
ROOT=/tmp/test_root emerge sys-apps/util-linux
and emerge sys-apps/util-linux was successful
I'm confused...
sys-apps/util-linux need RDEPEND virtual/os-headers
or some patch for partx

Many programs/libraries depends on os-headers - agreed, not at run time,
but at build time. Kernel modules do not have monopoly on that.
Obviously, util-linux need virtual/os-headers in DEPEND.

emerge linux26-headers
ROOT="/tmp/alternative" emerge sys-apps/util-linux
must be successful or not?
currently it fails, but
ROOT="/tmp/alternative" emerge linux26-headers
ROOT="/tmp/alternative" emerge sys-apps/util-linux
successful
