I entered this into bugzilla quiet some time ago:
http://bugs.gentoo.org/show_bug.cgi?id=41519

It became a WONTFIX, since the majority of gentoo devs (which replied to
this bug) didn't want to change the behaviour they were familiar with :-(

So at least we've got something to do after each baselayout upgrade...
