|They do. I get allmost all the keys from my local keyserver (from the
|university network in the Netherlands)

The problem is that many servers do not work ok with some features
(multiple ID's, photo's).
Having a gentoo server that would support these advanced features but
would be connected to the other keyservers would be a good idea.
