The latest Portage version in ~arch (2.3.36) supports it, and the Infra team has upgraded the rsync master so that metadata cache generation will work correctly. Therefore, EAPI 7 ebuilds can be committed to the Gentoo repository from now on. (Make sure that all inherited eclasses are supporting the new EAPI, though.)
