Last year we had announced introduction of a new L10N variable
intended to replace LINGUAS as a USE_EXPAND variable [1]. Since then,
many packages have been converted to the new variable.
The next step in the conversion will be removal of LINGUAS from
USE_EXPAND, which means that LINGUAS will become a normal variable,
maintaining the standard gettext behaviour. For a transition time,
all linguas_* flags currently existing in packages' IUSE will be
added to use.desc, but will be removed again when conversion of the
remaining packages is complete.
The plan is to remove LINGUAS from USE_EXPAND in one week from now.
Please speak up if you think this would cause issues for your
packages. A test run using CI [2] was done by mgorny, and it hasn't
shown any problems.
I also assume that the permission for fixing packages [3] still holds.

The package sci-mathematics/maxima for ages uses linguas_* flags for
installing translated documentation, the possible values of * are
de es pt pt_BR
This usage is, I suppose, wrong. I tried simply to replace all linguas_ to
l10n_ in the ebuild, but repoman complains about pt_BR.
What is the correct mechanism to install translated documentation
depending on the user's wishes?

It should be l10n_pt-BR.
LINGUAS used POSIX locales which define _ as separator between language and
territory, while L10N uses BCP 47 which defines - as separator.

Right. Actually, the news item [1] has a brief explanation (even with
pt-BR as example):
| Note that while the common two letter language codes (like "de" or
| "fr") are identical, more complex entries have a different syntax
| because L10N now uses IETF language tags. (For example, "pt_BR"
| becomes "pt-BR" and "sr@latin" becomes "sr-Latn".) You can look up

This has been pushed now, plus the announced update of l10n.eclass.
Expect some USE flag changes on packages.
