Hm, SunOS end of 1980s. Soon after (Solaris 2.0 ca. 1992) they
switched to the current meaning and had executables in /usr/sbin
"to be run only by system administrators":

Anyway, whatever the history is, I guess we should go with the current
FHS definition of sbin.
