We just got a bug,

  https://bugs.gentoo.org/show_bug.cgi?id=565500

due to the `uptime` binary changing locations in
sys-process/procps-3.3.11-r2. The nagios-plugins package picks up the
location of `uptime` while it's installing, so when users upgrade
procps, some plugins stop working.

Is there anything I can do from the nagios-plugins side to prevent this?
A subslot dependency seems wrong, since it looks like the subslot on
procps is tied to a library. Should I just tell people to re-emerge and
hope the executable stays put in the future?

procps shouldn't install all binaries in /bin. I've already filed
bug 565304 for this.
