In my opinion, the last sentence reads as if app-misc/ca-certificates was
recently removed. I suggest rewording the passage as follows:

Until recently, sys-apps/debianutils was in turn pulled in by
app-misc/ca-certificates, an essential package installed on many systems. 
This is no longer the case.
