There are still three packages (mentioned by Robin on the bug) that I'd like to get a (N)ACK for, * net-firewall/xtables-addons * sys-cluster/knem * sys-cluster/open-mx but their maintainers haven't responsed to the bug, email, or IRC. So for lack of a better option, I'd like to offer this up as-is again. v2 is simply a rebase onto ::gentoo master, and adds my signoff.
