From the packages that I (co-)maintain, you can go ahead and file
stabilisation bugs for the following ones:

> (u'app-emacs/elib', u'app-emacs/elib-1.0', u'app-emacs/elib-1.0-r1', 'emacs')
> (u'app-emacs/folding', u'app-emacs/folding-2007.0506', u'app-emacs/folding-2009.0905.0811', 'emacs')
> (u'app-emacs/howm', u'app-emacs/howm-1.3.8', u'app-emacs/howm-1.3.9.1', 'emacs')
> (u'app-emacs/http-emacs', u'app-emacs/http-emacs-1.1', u'app-emacs/http-emacs-1.1-r1', 'emacs')
> (u'app-emacs/mew', u'app-emacs/mew-6.2', u'app-emacs/mew-6.3', 'emacs')
> (u'app-emacs/ocaml-mode', u'app-emacs/ocaml-mode-3.11.2', u'app-emacs/ocaml-mode-3.12.0', 'ml emacs')
> (u'app-emacs/psgml', u'app-emacs/psgml-1.2.5-r1', u'app-emacs/psgml-1.3.2', 'emacs sgml')
> (u'app-emacs/python-mode', u'app-emacs/python-mode-5.1.0', u'app-emacs/python-mode-5.2.0', 'emacs')
> (u'dev-tex/catdvi', u'dev-tex/catdvi-0.14', u'dev-tex/catdvi-0.14-r1', 'ulm tex')
> (u'dev-util/cscope', u'dev-util/cscope-15.7a', u'dev-util/cscope-15.7a-r1', 'vim emacs')

These are also o.k. from my side, but really the CJK team should
decide on them:

> (u'app-emacs/ddskk', u'app-emacs/ddskk-13.1-r1', u'app-emacs/ddskk-14.2', 'cjk emacs')
> (u'app-emacs/navi2ch', u'app-emacs/navi2ch-1.8.3-r1', u'app-emacs/navi2ch-1.8.4', 'cjk emacs')

And the following one has some issues, so it shouldn't be stabilised,
but let's wait for the next minor release:

> (u'app-emacs/vm', u'app-emacs/vm-8.0.12-r6', u'app-emacs/vm-8.1.1', 'emacs')
