The plan is to create a separate package for the init scripts, tmpfiles-init-scripts. This package will also add the init scripts to the appropriate runlevels. The providers of virtual/tmpfiles are opentmpfiles or systemd. The only question left is how to handle the dependencies. I'm thinking that the providers of virtual/tmpfiles should pdepend on sys-apps/tmpfiles-init-scripts?
