That's exactly what my proposed patch to the devmanual says [1]. It only applies to packages when the arch team does not respond to a stable request within 90 days after they were added to it. The problem is, this isn't just a clarification. It is a change of policy. The current policy is that a maintainer is not allowed to delete the last stable version of a package on any architecture under any circumstances [2].
