DESCRIPTIONs don't and shouldn't contain complete sentences. If they do,
they should be fixed.
Wrong description, and grammatically correct:
foo-1.ebuild: "Foo is a tool that does bar."
Correct description, and grammatically correct:
foo-1.ebuild: "a tool that does bar"
The point is that you're writing a dictionary entry, and not telling a
story.
