i dont know of any. i generally assume all packages are looking for more
maintainers, but that assumption may be as invalid as yours (having
maintainer-wanted@gentoo.org as <maintainer> in metadata.xml to indicate
the above).

ive seen people use a <description> tag in their maintainer tag with basically
"feel free to make changes to this"
