This is seen in all handbooks: The developer subprofile is specifically for Gentoo Linux development tasks. It is not meant to help set up general development environmen= ts. . . . so no, it's not for general software development; it's to help out th= e hundreds of developers and users who are performing Gentoo development ac= tivities.
