Real question is why not? local USE flags provide more details than
the very generic global description and as such are considered a good
thing. That is one of the purposes I had in mind originally when I
wrote GLEP 56 [1].

They are a good thing if they provide additional information.

Is this a wise idea?
Because, when I choose a new local flag, I try to stick with ones other
packages already use (to make possible future transition to a new global one
easier). This isn't possible any more if there's no central place for them.
Maybe something like use.local.desc that is autogenerated?

You can read the use.local.desc copy to look for an existing flag to
copy, and thereafter we can see about new candidates for global flags.

At time i asked for doing this with sunrise, i got 2 scripts, which are now, partly adjusted for
sunrise, at [1] and [2]. For details i suggest you either ask the authors or robbat2.

Whenever you modify anything in profiles directory, please, fill in
ChangeLog. ChangeLogs became useless if only part of developers fill
them.
Just to remind. There are per-arch ChangeLog, base profile ChangeLog,
features ChangeLog and for other stuff ChangeLog:
/usr/portage/profiles/base/ChangeLog
/usr/portage/profiles/arch/sh/ChangeLog
[snip other archs ChangeLog]
/usr/portage/profiles/default-bsd/ChangeLog
/usr/portage/profiles/embedded/ChangeLog
/usr/portage/profiles/default-linux/arm/ChangeLog
[snip other archs ChangeLog]
/usr/portage/profiles/hardened/x86/ChangeLog
/usr/portage/profiles/features/ChangeLog
/usr/portage/profiles/ChangeLog
Thus whenever you change anything in arch profile, or in base or
features subdirectory use relevant ChangeLog. For other changes like
local USE flags, masking/unmasking/updating masks (not comments :))
use /usr/portage/profiles/ChangeLog.
