You're looking at it the wrong way. Assume the user gets 25 news items (which is wildly unlikely), 25 of which contain useful information. Then the user is likely to pay attention to all the news items. If, however, only 10 of them contain useful information, they'll likely ignore them all in the future. So the only important question is whether the news items are useful for the people who will see them.
