As far i understand, this was introduced after some GLEP "slipped through" and some stuff had not properly been discussed and figured out, so i think this policy makes sense for GLEPs - you can even put it on the agenda 7 days before the meeting and still discuss it. If things have been sorted out in the meanwhile (and probably just because it's been brought to everyone's attention), the council still can decide about it.
