It's kinda like this: Bash is Gentoo's primary shell. ZSH cannot be included in the tree as the primary shell unless it can work with every bash shell script (including ebuilds) without any changes (including paths and environment variables) to anything. ZSH cannot be included in the tree as a secondary shell if it can be used to do anything that Bash can do, including generating the .bash_history file. ZSH cannot be included in the tree if it has any features that Bash does not.
