Dear all,
  Thanks to Klieber and Pylon, the gentoo/xml/htdocs/proj/en CVS 
directory is now open to all developers, meaning that any Gentoo
dev may now create new projects and sub-projects at will.  Of course,
the open permissions means that a dev may also modify projects at will,
so the usual rules of courtesy apply (i.e., don't play in other folks'
sandboxes unless you know what you're doing--essentially the same idea
as with gentoo-x86).  Also, projects that are manifestly moribund will
be relocated to a "retired" directory for some amount of time and then
yanked (-infra is working on the details).
