I have created a bug and NOBODY seems to respond to it.  It is listed below:

So, I have posted it here for more public exposure.  Does anybody else 
feel that havnig libraries for bind and bind-tools out of sync is a bad 
thing?

The bind-tools package doesn't use the libraries in bind. Actually,
bind-tools is a set of generic DNS clients, which can be used against
any version of BIND, or any other named server, for that matter.

yep, bind-tools builds & links statically against the library versions that it 
comes bundled with

in other words, like Drake said, having bind and bind-tools versions out of 
sync is not a problem in the least
