Hello Dear All

Gentoo Portage always use /etc/make.conf
even if ROOT variable defined to other then '/'
Is it right?

May be
if anyone specify ROOT=/mnt/gentoo
portage myst use
/mnt/gentoo/etc/make.conf
instead
/etc/make.conf
or use some environment variable
to specify alternative make.conf file

Look at:
file: /usr/lib/portage/pym/portage.py
line 949: # XXX: Should depend on root?
line 950: self.mygcfg=getconfig("/"+MAKE_CONF_FILE)

yes, that is right

the embedded peeps have already talked to portage about getting this 
changed ... the answer is that for .51, the fix is non-trivial and so wont 
happen ... look for .52/.53 for the 'real' fix
