I'd like it even better if we'd have any way even if just one file per package 
to provide overrides to any environment variables. Either one keyed file or 
one file per package, the one file would be preferred but is just a bit 
harder to code into portage. Maybe a file per package can be an inbetween 
until proper code can be added to portage? I cannot imagine the hack to be 
difficult and all files could go into /etc/portage/env or someting and later 
be parsed into a keyed file with some tool when we migrate.
