As per bug #56295, I asked all arches to please work on marking PHP
packages stable.
I've had absolutely no response from anybody on the s390 or ia64 teams,
including just marking the base php packages (dev-php/php,
dev-php/mod_php) stable from their ~arch state, despite the fact that
PHP has had security advisories released since s390 and ia64 last marked a
version of PHP as stable, as well as several major bugs found and fixed.
ia64 last marked a stable version (4.3.4-r2) on 10 January 2004.
s390 last marked a stable version (4.3.6-r1) on 11 May 2004.
Given this lack of response, I'm tempted to believe s390 and ia64 are in
a similar state to mips/arm support for PHP earlier this year. I removed
the flags for those arches in January 2004, and mips has only come back
in the last month now that it's QA is up to snuff.
