The technical issues are big=20 but I'm quite sure it is possible to overcome them. However the biggest=20 impediment to this is organization. How are you going to make all those=20 hundreds of thousands of developers all follow the same direction. How=20 are you going to ensure that what they write is correct. It will still=20 be necessary to patch upstream packages as some will be broken.
