MAKEDEV generic-<ARCH> in the baselayout ebuild
then it's created by the shutdown scripts in the future

What creates the initial /lib/udev-state/devices.tar.bz2 file during a 2.6
install? Because this file does not contain any md devices, the initial
boot on software RAIDed machines will fail. I have managed to work around
this problem by adding the md devices to the tarball before the *first*
boot during installation. Ideally, of course, this should be fixed for
future releases.
