To all developers that take part in the bughunt, and those that don't. Please 
keep in mind the following guideline. Please only commit an ebuild in either 
of these conditions:
- You are going to be maintaining it, and have found a herd whose maintainers
  agreed to take it over when you will not be able to maintain it anymore.
- You are member of the herd that will maintain it.
- The maintainers of a herd have agreed to the ebuild, but you commit it for
  them.
- You have announced a new herd on gentoo-dev@gentoo.org and there have not
  been objections against the start of this herd. This herd will then be
  maintaining the package.

ps. In the future herds will be the responsibility of projects. Projects can 
only be started when agreed upon by the manager of the parent project. As 
that structure is not yet in place you can now still create a herd, but do so 
only if you can assemble a team to manage the ebuilds in it (in fact forming 
a project)
