Another major problem is identically named programs. I can think of one
in particular, not in the tree at the moment, but both would belong in
net-misc (two authors independantly wrote programs to do basically the
same thing, with slightly different extra features, and then named them
the same thing).

Even if they aren't in the same category, support for identically named
programs is important.
